Trilogue on plant reproductive material : ECVC priorities and recommendations

16 April 2026

As the negotiations on the reform of plant reproductive material (PRM) marketing are progressing and now in trilogue stage, ECVC has issued a document of priorities and recommendations, including suggestions of amendments.

This document is aimed at policy-makers to ensure that the proposal doesn't breach farmers' rights on seeds, and notably their right to exchange seeds and other PRM with other farmers, which is currently not fully recognized in the different versions of the proposal which have been adopted so far by the Parliament and Council. This practice is essential for agrobiodiversity and should be recognized as mutual aid between farmers in the context of their agricultural production, and not as marketing.
