CAP post 2013 / European Parliament / Position of the Agriculture Committee Following the long, difficult work required to reach a compromise on over 1,200 amendments, the Committee on Agriculture and Rural Development of the European Parliament approved the Albert Dess initiative report on May 25th. This was in response to the European Commission communication on the CAP post 2013. The European Coordination Via Campesina welcomes the progress towards a fairer way of sharing direct payments and sustainable production methods (digressive direct payments linked to number of jobs, specific payments to small farms, direct payment restricted to active farmers, maintaining greening in the first pillar with inclusion of plant proteins…). The position of the Committee on Agricuture is nevertheless disappointing in its overall approach to markets and agricultural income. It remains within the line of the Commission’s proposal, and provides no real perspective of fair, stable income for farmers. By adopting contradictory paragraphs (article 33A mentions supply management as a possible market instrument, whereas article 40 proposes income insurance schemes), the European Parliament does not provide a sufficient framework for the European Commission to write the legislative proposals. ECVC calls upon all Parliamentarians to exercise their vigilance in the plenary session scheduled for the end of June, to ensure that progress towards social and environmental legitimacy of the first pillar payments be confirmed and strengthened and that there be clarification of the position in favour of instruments to regulate markets and production to enable fairer farm income. ECVC and their allies in the FoodSovCap movement will follow the preparation for the EP plenary very closely and defend all possible evolution towards the « missing option ».
