PRESS RELEASE   Omnibus Agreement: public sector abdicates to financial sector in crisis management   **** Brussels, October 18, 2017 - Undermining the chances of reform in favor of our rural areas, peasants and consumers, the interests of the financial and agroindustrial sectors gained the upper hand in the agreement reached last Thursday (12/10/2017) regarding Omnibus.   The Commission, the Parliament and the European Council decided to keep pushing on income insurance as a quick fix to market crises and agricultural price volatility.   The European Coordination Via Campesina reiterates that this option will lead to a reduction in rural development aid and aids to yield, while on the other hand, it will deliver part of the CAP budget and its management into the hands of banks and insurance companies.   Income insurance will be another way of hoarding aids, since it is not an instrument that adapts to the reality of peasants.   If relative improvements may have been achieved in the area of competition and in the recognition of grazing areas, once again nothing was secured that rose to the challenges induced by the current imbalances of the market and the food chain in Europe.   ECVC reaffirms that votality is not inevitable and denounces this attempt by European institutions to sweeten income insurance, presenting it to Member States as an effective instrument.   Votality results from the destruction of market regulation instruments. Therein lies the problem and the solution.   Contacts:   • Jose Miguel Pacheco Goncalves (ECVC Coordination Committee) : +35 19 6872 1995 – PT, ES   • Geneviève Savigny (ECVC Coordination Committee) : +33 62 555 1687 – FR, EN, ES   • Antonio Onorati (ECVC Coordination Committee): +39 3408 2194 56 – IT, ES, FR, EN
